2007: new agreement of the Puglia Region

CHARTER OF CULTURAL HERITAGE OF PUGLIA

The scandalous side, because it occurred in a scientific sector, is represented by the fact that the new initiative has completely ignored the previous agreement , signed twenty-two years earlier by the same Puglia Region with the University of Bari, for which the same Region had purchased equipment for a value of over one hundred million lire. The fact, then, that said equipment were not donated to the laboratory , but were left in the complex of school Santa, at the mercy of the vandals, demonstrates the clear will to ignore the CIPA card (Comité International de Photogrammétrie Architecturale), aimed at establishing an International Center for Documentation of Culural Heritage

In 2008 an international conference was organized to present the results of the project aimed at "Photogrammetry and protection of the territory", but neither did the Politecnico Head of Tasks for the implementation of the new convention participate. On the subject, a letter was sent to the commissioner (among other things, professor of the Polytechnic) whose answer said everything and nothing. A similar discussion should be made for the intervention of the coordinator of the university group. A letter was also sent to the Minister for Cultural Heritage, but of photogrammetry and of the CIPA (Comité International de Photogrammétrie Architecturale) directive, for the establishment of an international archive of Cultural Heritage, no mention was ever made. In 2017, on the occasion of the Fiera del Levante, the Councilor for Tourism and Cultural Enterprises, Loredana Capone, announcing the start of the participatory path for updating and strengthening the Charter of Cultural Heritage said “The Charter of Cultural Heritage of the Region is an innovative instrument of transparency and participation ". The operators of the sector will be able to send their suggestions to improve the information management of the region's cultural heritage regarding: movable and immovable property (historic buildings, castles, archaeological sites, book heritage, pictorial works, etc.), intangible heritage ( cultural traditions, traditional music, folklore, etc.), places of culture and events. The initiative to invite "sector operators to send their suggestions to improve the information management of the region's cultural heritage" would seem to satisfy the aims of the finalized project, but a substantial difference remains: the project envisaged the adoption of a monument by students since elementary school. Then, throughout the course of study, the research may have been improved or abandoned, but all the information would have been stored on the Internet, not unlike the work done by the students of the university course and, slightly modifying what was claimed by Msgr. Beloved, we could say “The documentation of cultural heritage is not for the few and nobody can delegate it. It is important that you teach it and give yourself the tools, then it is the Internet that will decide on the validity of the information provided by everyone ”. By visiting the website http://stereofot.it/ in the "Architectural Heritage" section, all the works of the architectural survey are listed and many of them have their own independent position on the Google or other search engine, but they are always visitors make a difference. Fortunately, all the results of these initiatives are present on the Internet, including the Online Charter of Cultural Heritage of the Polytechnic of Bari.
